INTRODUCTION :
The purpose of HSE Management Plan is to achieve the Project. HSE Objectives and Targets and make sure HSE practice and procedures on the project comply with the Health, Safety and Environmental Management System.
This requirement includes the HSE Document and Data Control. All the relevant documents are prepared approved and updated as per client requirement.
The Project Manager or HSE-Engineer will have a strong control over documents and authorized to issue revisions etc. for the betterment of subject and ensure that the practices Standards are mentioned properly.
The Company also ensures to make, maintain and implement the procedures especially
designed to achieve the HSE requirement of Project and Client. Copies of all
documents and data are submitted to client on day-to-day basis. For approval
and information progressively collected and co-related during the Project.
HSE Policy:
All Policies Statements shall be displayed at site and be included in Site inductions,
OSE OBJECTIVES AND TARGETS:
COMPETENCY AND TRAINING MEDICAL:
All
persons employed should be properly qualified and have sufficient practical
experience of field works. Record be maintained and those starter of the jobs
be engaged be trained and up dated of HSE requirements.
A Pre-medical Examination is conducted of all employees before offering jobs
to them and a good health standard and physical fitness level must be achieved.
Test record of all the Project employees is reported to Client and approval for there recruitment is obtained.
A Training programmed be continuously be organized and all new employees who join site work be trained specifically on HSE and there Trade jobs. Orientation and indication be done on regular basis.
MANAGEMENT AND SUPERVISERS TRAINING :
In addition to Site induction all management and Supervisory Staff to undergo a training to update there Knowledge and revise safety procedures applications,
Training is organized on the following subject:
FIRST -AID TRAINING :
A qualified trained first-aid supervisor either of client or of the company is placed at Site. He should be responsible to keep the facilities in tact and also organize regular meetings and training programmed and short courses. All Site employees are trained to faces and encounter the emergency condition and also face the Hazards.
Trained
staff be placed at Site to undertake the care of Snake bites, tm-controllable
hazards, fire case, and accidents preventions.
All such accidents be recorded and reported to Client.
DRIVERS TRAINING:
All
drivers and equipment Operators be trained for safe and sound working and
accident free operations. They should also be trained to keep and maintain
there equipment in best useable conditions.
Speed limits restrictions and night operations be also briefed to them and
be trained to meet every challenges at site.
DISCIPLINARY PROCEDURE:
A Proper recording system be operative and ready records be kept. Any body ignoring be issued warnings and if repeated ignorance noted be removed from site immediately.
RISK MANAGEMENT:
During the project, risk management techniques shall be applied to ensure
that hazards are identified and risk are evaluated and reduced to almost zero
level.
HAZARD IDENTIFICATION AND RISK ASSESMENT:
Before start of Site activities, Site manager has to conduct a hazard workshop and describe all HSC and safety procedure to Site employees. These exposed to risk be strongly briefed the use of safety devices and the risk impact on project be analyzed and assessed.
HAZARDS REPORTS:
A Regular reporting system is developed and report on standard format be collected. Highly skilled staff to undertake analyses and risk assessment be conducted. All concerned be intimated of the findings and plan be made to eliminate hazards and the ignoring persons be intimated of risk and losses and advised the correct time methods, if found making fouls by intentions or due to willingness be removed from Site.
VARIOUS ACTIVITIES-HEAVY RIGGING- LIFTING BY CRANES. EXCAVATIONS - TRENCRING - CONCERTING ETC.
Risk control and safety procedure be adopted for various site act ivies like abrasive Blasting- industrial painting- Grinding- Welding Operating pneumatic and electrical tools, handling cylinders etc.
A job safely assessment and risk involvement with remedial measures study be made and approval from client be obtained before doing any heavy rigging or lifting more then 03 tons weight.
Similarly the setting in, procedure of excavation- trenching-concerting etc be prepared in advance indicating the risks and the management and provisions to avoid/minimize risk be put forth to client for there approvals.
FIRE SAFETY:
A
free safety management is organized. Trained fire fighters are appointed.
Various installations like water hydrants, foam storage by client, sand buckets
and fIre extinguishers are located at easy approach for use in emergency.
HAZARDIOUS SUBSTANCES: All hazardous items which are highly inflammable be
kept to most safe pre-designated and isolated area.
All Paints, thinners, P.O.L and hydrocarbons be store at site as per there
minimum requirement and watch and guard be maintained in that area. Temperature
control- proper ventilation, organized storage at suitable distances may reduce
the risk.
HOUSE KEEPING:
Work Site and Camp area be kept in good clean condition. All site employees be put on cleaning job every morning for at least 30-minuts. Collected waste-rubbish plastic and wooden items, empty drums, paint containers etc. be removed from Site to a far away pre-designated area for onwards disposal. The project manager is treated to be the chief cleaning man to supervise the cleaning operations.
All employees to use P .P .E to required industrial Standards. Workers involve in height jobs above 3 Meter &from ground will use safety harness with double hooks for better safety .
SAFETY AND H.S.E AUDITS:
Regularly audits be made through stock registers and at site for misuse of resource.
ELECTRICAL APPLIANCES:
A fitness tag system with color code on monthly basis is implemented. All tools cables-machines are inspected regularly for there fitness for site use.
PERMITS SYSTEM:
Hot and cold work permits for specific jobs managed by client be followed and no work be undertaken with out written permission.
COMMUNICATIONS AND CONSULT ATION :
All
employees should have good contact with project manager and safety-HSE Engineer.
They should be free to take advice from seniors and report to them of batterment
of site. Regular lecture/inductions be done every morning and a time be set
to questions-answer session for better understanding of HSE Policy its level
of the company and its employees.
Notice boards are located near walk ways and Camp areas for the transfer of
knowledge and various instructions to cover all employees.
